DU30 asked a lady solon, his arch enemy to resign and hang herself, for her connection with the illegal drug.  There are so many allegations that the lady should be ashamed of:

1.  Alleged Romantic liaison with at least 3 gentlemen (from the social media, not from this post)  (Was never denied) as a lady....

2. Alleged connection with the Ampatuan case;

3. Alleged links with Napoles (which is being denied)

4.  Alleged complicity in escape loss of witness for the newspaper man murder  case....(no wonder the one who got scot free is sympathetic to her)

for  person entrusted before to be in charge of justice

Witnesses are coming forward, inmates from NBP, friends, former staff from NBI (under the dept of the good lady) are turning balimbing against the lady.

That is too much embarrassment for thin skinned individual to be accued with such wrong doing. - transgression if you may.   But vengeance is not ours, not to the critics and pundits.  It belongs to the Lord and if we do not believe still in hell..... or the Bible....

North Rail Project comes to Pampanga

The recent diversion of flight to Clark International Airport underscored the importance of fast express train between Manila and Clark.

Yes there was a Chinese funded North Rail Project under then Pres. GMA. About P20 B has been spent in removing and resettling the rail squatter but when there were policy issue as to whether what was wanted was  a commuter train or express train, the project was scuttled. Sayang, after spending P20 billion on the resettlement projects and ROW. (From a former North Rail official in the know)

And now are we serious in getting Japan funded project for North Rail. Sana the political will to get our mass transport system and the air travel improved relocated to Clark (that is a good idea. Sobra traffic sa Manila at congested na MIAA airport)  It is time to level up and move Phil a notch up in International Travel.  This will also move progress to Region 3.

PNP Chief Ronald de la Rosa, asked his men during a speech at Camp Martin Delgado  on the occasion of the 115th anniversary of PNP, in Iloilo if they are willing to die.   But he said before that they must be willing to kill because if they get killed, Commission on Human Rights will not protect their families.  Earlier several drug personalities were gunned down when they resisted arrest and fought back at the police.

We are reminded on the dictum from General George Patton to the 'American soldiers fighting the WWII in Europe.  He said it is foolish to say that you will willingly die for your country. You must kill the enemies for your country

With CHR now and threat of ICC, damned if you do, damned if you dont.   Whose human rights are paramount:  that of drug pushers who are willing to kill and those who have maimed the lives of the drug users, or the police who are out to serve and protect the public from drugs and drug lord?

SC Chief conducted a press conference yesterday saying that the courts are out to stop slide country into anarchy.  She is alarmed at the 1700 number of deaths that are drug related  perpetrated by the police and the vigilante.

Some reasons cited over the slow grind of justice are:    weak evidence by police, lack of personnel and courts to handle the ever growing number of cases especially from drug problems.

Sereno cited the independence of the judiciary and mentioned the courtesy call made by some justices to the President

In a speech today by Duterte at EastMinn command, he cautioned the chief justice for warning against warrantless arrest. He clarified as former prosecutor and as  a lawyer that arrest can be made when crime is to be committed and being committed.  To warn against such arrest can be dangerous.  He also disagreed that the incessant war vs crime and drugs is leading the country into anarchy.

We should be thankful that finally there is a leader who is focused to lead the country and its officials to do what is right:  to fight drugs and corruption.  The other do gooders can not think of other things to see the right from their own point of view, or simply go on doing what they thought was right (but have been corrupted) and /or defend the status quot.  In the words for former senator Enrile, PH won in a lotto for having Duterte

Ladies seem to be nemesis for Duterte:  Sereno and de Lima.

In the recent Senate hearing on drug related killings it was reported that:

  -  673,978 drug personalities have surrendered  reported for processing,
  -  11,874  drug pushers and  users have been arrested.

But there were casualties:

  -  712 deaths from legitimate police operations

  -1,067 as "under investigations" or vigilante type of killings

From the PNP ranks:

  9 dead, 18 wounded

From AFP:

  3 dead, 8 wounded

The police enforcer side is not spared from the killings. Why is this not being investigated.

Extent of drug related problems:

5 million drug users addicts affecting:

11,321 or 27% of total barangays in the country (42,036)

 1,611 or 94% of the 1,706 barangays in MM.  Wow. THIS IS A HUGE HUGE PROBLEM

Is this being highlighted noted well in the investigations?

In a war campaign, as Senator Honasan pointed out, there were casualties, and these stat show that.  Especially if there are no clear frontlines and sometimes as the reports show, even fellow officers are involved, and even generals.

The investigation of these so called EJ killings should be left to NBI, or CHR and not the Senate where there are more pressing legislation to be passed.  Otherwise, it would appear that the ongoing investigation is the result of drug lobby who is spending a large sum to stop the war vs drug, or a war by personalities against each other

In another development, Senator J who was incarcerated in prison mainly due to the protagonist, shared a picture of one of the lovers of now very popular politician  He is allegedly to be Warren Cristobal working at MMDA. He owns a fleet of cars. (Whoaa)

Sen de Lima laughs off Dutertes drug matrix

Sen former DOJ secretary Lina de Lima, laughed off the drug matrix that was issued by her nemesis, Pres DU30 that allegedly names her as the highest govt official involved at drug trade at NBP.  Others in the matrix are former Pangasinan Governor Espino, Ronnie Palisoc Dayan, the alleged former driver bodyguard bf of the good senator and several others.  This is perceived the latest probably of the moves of the good Pres to demolish the opposition and as a revenge for accusing the Pres as responsible for the Death Squad in Davao (no case was filed.)

Espino, De Lima denied the allegations.  They held their respective press conferences.

The matrix claims that Dayan had been a boyfriend of De Lima since her days in the Commission on Human Rights. 
He allegedly received monthly payola (grease money) from Bucayo through a certain Senior Police Officer 1 Palisoc.
The document also claims that Dayan, "a known drug user in Urbiztondo", got house and lot, money, and vehicles from De Lima.
According to the matrix, Bucayo is a go-between of De Lima and Espino, a former governor of Pangasinan.
Former Justice Undersecretary Francis Baraan's brother Rafael, meanwhile, was allegedly used to cover for Espino's illegal activities.
Duterte earlier said the matrix explains the dynamics of the illegal drug network in Bilibid.
Let the word war end.  Let the filing of cases and cutting of heads begin.  Let those who have evidences file the cases and those who are innocent prove otherwise

For a long long time, we yearned for peace and order, for a police force that will serve and protect.  We have looked down on the police who are corrupt, kotong cops, rogue cops involved in crimes,who took care of criminals inside the jails.

Even police officers who are now solons were not able to raise the morale and standards of integrity in the police force.  Not even NAPOLCOM, and PLEB that were supposed to be check and balance for the police to be upright.

Now we have a President and Chief PNP who are sincere in their fight against crime, who seem to be honest and incorruptible, who are focused and dedicated to their promise and mission to have crime less Philippines.

Now there are the good ders who forgot about the rights of drug victims, and the crimes that follow after that - theft, domestic violence, murder, rape etc. not to mention corruption of the youth and moral fiber of the entire society.  It is better to muddle the issue, engage in more politics.  It is ok if they are Mr or Ms. Clean but one can puke at their behavior in the hearing (nakakasuka - pretending to be good especially if it can be finally proven that they are very much in cahoots with drug lord, and very much involved in Napoles (PDAF) case

This post is watching the movie of Lucas Abelardo starring Roi Vinzon, a police officer who crossed the path of a corrupt governor.   His superior the chief of police, the provincial commander all conspired to destroy Lucas Abelardo, an honest and dedicated police officer.  It seems to being repeated albeit on a national level and at the highest level, to castrate and render inutile the newly found goodness in the police.

Ambassador John Gomes who behaved oddly on the hearing of the Senate on money laundering, ie being very demanding on the return of the money scored another point of being undiplomatic after he called Filipinas (half of them) as prostitutes and as thieves.   This was featured in Alex Magno's column at Philstar.  His staff complained about his deducting P3,000 from her P17,000 pay and then illegally terminating her for complaining to NLRC.

He can get Scot free of course having diplomatic immunity

How could he?  Why is running after BSP and AMLA?  Why is Bangladesh not running after SWIFT and New York Federal Reserve?

The Senators who questioned the various parties involved in EJ killing were more appreciative and  more sympathetic to PNP efforts to curb drugs.  Sen Gringo Honasan, Ralph Recto and Win Gatchalian asked questions that were friendlier to PNP and Chief Bato de la Rosa.  Chair Person Leila de Lima noted that the proceedings for the day were diverted from the drug related killing.

Sen de Lima in an unusual manner and out of order as Chairman asked leading questions and explained issues to the CHR head. regarding AO35; ie that the focus of the said AO was the killing of activists journalists and course oriented groups, hence the omission of drug killing from the list.   However it was an attempt to negate Cayetano arguments in labeling deaths from vigilante groups and in police encounters were Extra Judicial Killings, and thus the hearing was merely a ploy to embarrass PNP, DU30.

The AO was clear that killings that are related to other criminals or perpetrators of other crimes would be addressed differently (thus the killings that are drug related are also classified as EJ killings?  as if the former Sec was not very intelligent person and very methodical lawyer?)

In what appears to be scripted Q and A, the good senator tried to defend her position and thesis in holding this hearing.

That UN would intervene in case PHL do not act on this, and place PHL under its jurisdiction is uncalled for supposition.   Its an infringement on the sovereignty of the Philipines indeed as it deals with criminality.   Did UN intervene in the deaths in Colombia and Mexico that were drug related?

We should sympathize and support the Police and its chief Bato de la Rosa in this campaign, who admitted hirap na hirap na sila in the perforamnce of their duty and this negative reaction from top govt officials.   But many people at the grassroot expressed their gratitude that soon drugs and criminality will be over.

1.  Why do we pay for rituals?

Blessings and Bible are free.  The teachings of the scripture.  are free.  But why are some churches sell the Bible or make money out of the scriptures and rites.

2.  Is tithing a must?

To give 10th of your earnings to the church was only teaching. It refers to the Church of Israel.  Not the church of God.  You can give freely as you please to the Church of God and its not mandatory.

3.  Must a faithful attend church services on certain day.

Attending church services on a certain day, ie say 7th day or Sabbath is required under the church of Israel.  Its no longer required under the Church of God (time of Jesus)

4.  Why do young people die?

It is part of living.  All people who live must die.  It is our destiny. God wills it.   And after that judgement, and the promise of eternal life. Gods spirit can not over power death.

But while death can be ugly and sad for many, the promise of eternal life, after judgement, gives beauty and glamor to dying.

2.  Drug related killings are not EJ under AO 35 promulgated by De Lima.

3.  The police is watching this investigation.  Pag nakita nila na sila ay dejado, di na lang sila lalaban vs drugs.   Paid only P14,000 per month, they may not risk their lives or fight.  The Senate is not even showing its support to the police.

4.  The drug lords are using every means to discredit and stifle the campaign vs drug.  Legal and extra legal to have their business continue - multibillion business

The Senate committee on Justice led by Sen Leila de Lima was held yesterday.  Many saw the hearing as a grudge fight by de Lima vs Duterte who made expose on her alleged lover and his connection with NBP drug lord.

It was Sen Peter Alan Cayetano who took the cudgels for Chief Bato de la Rosa, who pointed out that there were more EJ under the time of  PNoy (average of 34 per day) vs 20 now.  Why is  PNP being investigated for fighting crimes.  Also there were 706 reported killed in encounter with the police against about 1,000 for vigilante killing.

Sen Alan Peter Cayetano, that EJ killings are those defined under AO 35 promulgated by then Sec. Leila de Lima

and under this the victims who are members of the following when killed are to be classified as EJ or ELK:

a. The victim was:

i. a member of, or affiliated with an organization, to include political, environmental, agrarian, labor, or similar causes; or
ii. an advocate of above-named causes; or
iii. a media practitioner or
iv. person(s) apparently mistaken or identified to be so.

b. The victim was targeted and killed because of the actual or perceived membership, advocacy, or profession;
c. The person/s responsible for the killing is a state agent or non-state agent;
d. The method and circumstances of attack reveal a deliberate intent to kill;
For purposes of the focused mandate of AO No . 35, killings related to common criminals and/or the perpetration of their crimes shall be addressed by other appropriate, mechanisms within the justice system.

Under this AO killings of drug related encounters are not EJ under the purview of this AO

In one of the toughest and shockingt expose Pres Duterte had, he declared that a lady senator had a lover (his driver) who collected drug money to finance her candidacy.  He even had a house purchased for him.  The immoral part may be overlooked but being linked to drug, isnt because her job before involved running after criminal elements.

Naku kahiya hiya ang top govt official na ito. Dalaga pa naman, at kadedeliver lang ng speech trying to clean her name.

TV news show the MMDA clearing operations towing illegally parked vehicles along C5  JP Rizal and Kalayaan.  Many of the residents complain about the clearing operations and yet the law prohibits such parking. This is also one of the causes of the horrendous traffic we experience lately.
Residents:

1.  Must be sure they have parking when they buy vehicles;  they must make sure that the road where the other taxpayers money was spent must be used properly ie for the passage of vehicles passage;

2.  Obey the laws;

3.  Cooperate with the rest of the population who suffer inconvenience when they park illegally.

HPG and the police and the LGUs must follow suit and conduct their incessant campaign vs illegal parking.  Cainta and Taytay must clear Floodway of such illegally parked vehicles.  It was widened and then the vehicle owners used the widening for their garages.

This should also happen in floodway.  Mayors and HPG, let us act on the obstruction at floodway

TV news last night were filled of videos of areas being hit by floods:   QC Del Monte River Banks, Marikina River banks, Calasiao and Sta Barbara in Pangasinan,  San Fernando Pampanga, and areas along Tullahan river (due to La Mesa Dam water nearing critical level  -  this would flood Valenzuela, Navotas, Malabon, and Caloocan City)  Some comments are worth making:

The water level at Marikina river has reached and will breach the critical level

1.  While the flooding is from nature, the other part comes from:    inadequate flood control (despite billions having spent for them)

2.  Those who live near the river banks must be permanently evacuated.  They live in river banks and the danger will always be there when the rivers swell  (true for Marikina and del Monte and elsewhere)

3.  The rivers must be dredged and accretion titles revoked.  This post noted that in Pasig and Marikina, the LGU developed the accredtion (the silt that were deposited on the river banks) thus narrowing the rivers and lessening the carrying capacity of the Pasig River

Man.s greed is to be blamed for this flooding.  This is true for flooding in Cainta and  Marikina and Pasig.   We all know the cause and yet we do not act.  In Pasig near the Soldiers village, scavengers occupied the area near the creek.  We posted that picture several years ago.  No one has dared take action on this.  You cant see the bridge structure anymore

We often hear of tithing (tenth of the income of the believer) in other churches.  And we see stories of great wealth of the church leaders:   lavish homes, helicopters, and lifestyle worthy of kings and royalty for the said church leaders.  We hear of an evangelist with house in Highlands and  3 houses in a posh village.

Another evangelist, said in his TV program (they too have great wealth now because they have become very popular with outreach overseas) says in his program, a bible exposition that TITHING is nor required under the New Testament.  But we have to give graciously.  (Is there a difference)

This article from Bible Org expounds on the same thing.  Tithing which was part of pre Mosaic and Mosaic law, requires tithing from every one.   The New Testament  under Jesus Christ does not require.  But we have to give generously

There is a brewing word war and possible constitutional crisis between the judiciary and executive with regards to the list of judges,police and congressman linked to illegal drugs.

The chief justice cautioned against the judges being arrested without search warrant. But the announcement of Pres Digong called for those in the list to report to their respective heads to explain or to exonerate themselves:   the judges with the Chief Justice, the mayors with DILG, and the police with Director General Bato

Had the good SC chief understood the order, then the word war would not have been necessary

In a speech to the wake of troops in a military camp in Davao, Pres Duterte announced that he has allowed the burial of former Pres Ferdinand Marcos at the Libingan ng Bayani.  He says that the list of people who can be buried at the Libingan allowed former President and military men to be buried at the cemetery:

  • Medal of Valor awardees
  • Presidents or commander-in-chief, AFP
  • Secretaries of national defense
  • AFP chiefs of staff
  • Generals/flag officers of the AFP
  • Active and retired military personnel of the AFP (including active draftees and trainees who died in line of duty, and active reservists and CAFGU Active Auxiliary who died in combat-related activities)
  • Former members of the AFP who laterally entered or joined the Philippine Coast Guard and the Philippine National Police
  • Veterans of Philippine Revolution of 1890, World War I, World War II, and recognized guerrillas
  • Government dignitaries, statesmen, national artist and other deceased persons whose interment and re-interment has been approved by the commander-in-chief, Congress or the secretary of national defense
  • Former presidents, secretaries of defense, dignitaries, statesmen, national artists, widows of former presidents, secretaries of national defense and chief of staff
Preparations are underway for the burial.   A bronze casket from USA has been brought to Batac.

Many groups especially the victims of martial law and other leftist groups are up in arms vs the move claiming the move is divisive.

Pres Duterte is currently in Catbolagan Samar talking to a PA Battalion  boosting the morale,as a way of consolidating his power.  He must get the assurance that the PNP  AFP is behind him as he pursue his campaign vs drug lords, crime and lately vs oligarchs.

He has done what other Presidents, with the exception of late Pres. Marcos, had done -  ie to rally the troops and show the concern for men and women in uniform.  I am aware that EPs have been abused by their superiors, exposed to dangers, and with low pay.

Pres Digong has promised better salaries, schools, medical facilities for them and war equipment; not to mention his support for the men and women in case cases would be filed against them.  No leader yet has done that (Pres Xi used this path to consolidate his power in China)  He even promised to use the Pres. plane to be used as a flying ambulance (Pres Xi allowed the use of his housing as quarters for the officers rather than use it.  If the Generals eat last with their troops, Duterte even shows his altruism to his troops)  Compare this to the action of Pnoy when the SAF fallen arrived at VAB. He chose to attend the inauguration of a Japanese car company.  That was a poor taste and decision.

Pres Digong does the simple and the right things to stay on top of everybody. A power player and real leader

So after the narco personalities were declared last August 7, 2016, the normal and expected response is for the suspect to deny.

They also say that no criminal, even though caught red handed will ever admit to the crime.  They will always deny

Duterte blasts Oligarchs

PhilWeb President Roberto Ongpin resigns after DU30 singles him out as an oligarch he wants to destroy.  The online games under franchise by PAGCOR will not be renewed.  The shares of stocks of Philweb has since nosde dived


Pres DU30 is starting to mind other matters this time vs Oligarchs (ololgarchs is the term he uses this at times especially at the environment summit held at Ateneo de Davao last Tuesday)  This seems to fit into his socialist bend, being pro people, and vs exploitation. He started out by lashing vs former DTI secretary Roberto Ongpin whose Philweb online permit he cancelled.  He was reputed to be close ally/crony of late strongman Ferdinand Marcos and other Presidents.   Ongpins involvement in insider trading also irks Pres. DU30

1. He says he is not vindictive, but he mentioned businessman Eric Gutierrez who was  a Mar Roxas ally and lashed out vs the same for not paying taxes for his plane and chopper, and his destructive mining in Agusan

2.  He promised to close companies who refuse his heed to end contractualization. He mentioned about big and small malls

Now that he is turning his gun vs the rich in society, expect trouble and another kind of war.  There are still debates on pros and cons of mining and labor contracting and outsourcing and the parties may not have done their homework and jumping to the wrong conclusion (as Trump did vs Filipinos)

Duterte announces 150 officials involved in illegal drugs

Pres Digong today named 150 personalities:  judges, representatives, local LGU executives past and present,  and police:  enlisted men and officers allegedly involved in illegal drugs.  The first order from the president was to cancel the licenses of the guns of these persons. He did this while visiting an army camp to condole with the families of military men killed in encounter with group whom he called bandits

What would happen to the elected officials if they are convicted?   If the evidences are strong against them?  Will they be forced to resign?

How can the conscience of these officials let them be double faced:  vowing to serve and protect the public on one hand, as they they take their oath of office and on the other hand destroying the brains of the young and their future?  How could they?   Many have lost their sense of right or wrong or een their conscience?

I had conversation with an AUV driver yesterday. I was his lone passenger for about 10 km at floodway and we had plenty of time to talk.

Our conversation focused on the traffic which certainly affects his livelihood. What causes the traffic and how it can be solved:

1.  Illegal parking on main thoroughfares.  While the signs say they are tow away zones, the road widening of floodway for instance resulted in the same width of road for use by motor vehicles.  tHe road widening became the parking lot/garages of vehicle owners along the floodway.

2.  Just too many vehicles?   How can you reduce them?  Have age limit on what vehicles can travel ply the roads (the vintage car owners, the 4x4 owners are fighting tooth and nail to have this neutralized)

3.  Too many colorum vehicles.  They do not pay the franchise fees but rather pay the protection money to some govt authorities

4.  We need good traffic management.  More training of traffic enforcers.  Be sure we have traffic enforcers at the major thoroughfares and highways.  At the bottleneck at C6 and Highway 2000, most of the time no one is watching.  No traffic cops, hence the horrendous traffic at C6.

Sen Leila de Lima former DOJ secretary denies the accusations vs her as drug coddler and protector and decries the demolition job being done by Dutertes men.  She called on the extra judicial killings to stop.   The demolition job has been done via social media and there has been splicing of video tapes and photoshoppes of pictures to malign her. She denies the existence of a shabu lab and tunnel. As a matter of fact she was instrumental she said in the removal of the facilities of the drug lords.

She also denies the pictures that show her jamming with drug lords  The man allegedly to be Golangco was actually Cong Alfred Vargas at the DOJ quadrangle during her birthday party

As of 3 pm today, the war vs drugs of Pres Duterte has resulted in nearly 500 dead, half of them from legitimate police operations, and the rest from vigilante killings, most of them bore weapons mostly 45 and 38 caliber.   Critics suspect some of them where planted.

Pres Digong hates drugs so much especially shabu because it is caused by chemicals. Some of chemicals used is battery water (sulfuric acid)  Drug users he said are also pushers to sustain the habit.  Most of them become violent, and  those who are users beyond a year are beyond redemption.  Those who advocate peace in dealing with drug addicts do not understand the propensity to be violent.  Some police officers have been injured gunned down in the drug operations.  These he said in his speech at Davao yesterday.

But pressures, are mounting vs the deaths resulting from the drug war.  UN has made its pronouncements.  The lawyers group are against the extra judicial killings. The Catholics have spoken against it. Richard Branson has spoken against the war of Digong and even predicted that it will not end drug problem in the country.  Soriano has made a swipe vs  these killings by mentioning sins vs the Lords commandments.

But we should appreciate the vigor and the determination of the Pres. to pursue what has promised to do.  At least we know something can be done right.  A problem has been addressed and very soon abuses related to drugs can end.  Like the narco politicos.
