How can we get rid of corruption at PNP; so many rouge cops?

After the Senate hearing on kidnapping murder of Korean national in Angeles City involving cops  Raphael Dumlao and Ricky Sta Isabel, one cant help but a frightening and sickening view of the PNP.  Despite the pronouncements of Bato and the rest of the leadership to rid the force of corruption, the said situation is far from over.  How can they solve crimes when they themselves are into crimes like the tokhang for ransom, planting evidence, stealing from the houses/buildings of suspects.  The objection vs this operations and wrongful arrests and killings are real.   In this case, they can fabricate cases and have suspects bailed out for ransom.

Nakakasuka ang mga ganitong kaganapan.  And yet Bato seems to be proud or his men.  It is time for cleansing and purging of the force of rotten cops.  It will take time.  It did not happen overnight.  In the past, heads of PNP and generals were alleged (as it is now ) involved in high profile crimes, like murder, letting suspects escape from Camp Crame for a hefty fee (like Al Ghozi which was publicized abroad),alleged   murder of high profile personalities, hold ups.  

The past leaderships have abetted this culture of corruption, making money while in service.   They are not here to serve and protect.

Mga kabayan, ingat sa mga kotong cops.  For the street barker who are everywhere (and jeepney drivers AUV drivers) have to cough up at least P5 for each one of them (there are about 2 dozens along the route) and they say there is tong pats for the cops assigned at the beat.    How?  My
